WPopupMenu overflow not working correctly

Description

We have some PopupMenus with a limited max height. Upon overflow we would like to have a vertical scrollbar.
This used to work nicely with WT3 but broke after upgrading to WT4.
Please see the attached images for comparisons.
Using git bisect I have narrowed this issue down to commit: 0e5edc630ad542cda9294e1449a537363d069d67 "Removed wtNoReparent/wt-no-reparent"
