Currently we are on C++14 by default.
At this moment C++17 should be essentially ubiquitously supported. From here there seem to be a couple caveats, but nothing major.

This allows us to also deprecate the cpp17::any implementation. The WT_CPP17_ANY_IMPLEMENTATION can still offer the thelink2012 option, but should mention it is deprecated.
Upon completing this ticket, a future ticket can be scheduled to completely remove the implementation.
