Wt

Currently there is documentation on the minimal code dependencies for Wt (along with supported distros). However, the public documentation is out of date, and should be updated to reflect the correct versions.
We should define a single document as the source truth, and construct both internal and public documentation from it, so this is never out of sync.

Additionally, a pipeline will be created to ensure that the minimal dependencies actually work.
