When TOTP is enabled, after the regular login, the TOTP login screen will be shown.
However, if the user doesn't have this available currently, they are stuck at this screen.

In case they refresh, but checked the "remember-me" option on the login, they will essentially reload the same page.

A "Logout" button should be visible on the page. That way a user in the above case can return to the regular login page and perhaps try a different account.
While they will still remain "locked out", they at least no longer have the perception of being stuck.
