Standard path for wt.config isn't right

Hi,

I tried to create a package over the opensuse build service. But it crashed with "/etc/wt/wt.config" not found. So I checked the files and yes, the file will be installed in /usr/etc/wt/wt.config.

So I started a clean build with cmake ../ and after this I made ccmake ../

There the path for the config is set to /usr/local/etc/wt/wt.config

Maybe with Bug #4515 is something going wrong.

I used wt 3.3.5-rc2

It seems that the only way to reconcile both issues (this and the one referenced) is by handling the standard locations (/usr and /usr/local for CMAKE_INSTALL_PREFIX) differently w.r.t. the location of configuration files.
