Description

Currently winstng (windows binary builds) uses OpenSSL 1.1.1. This was recently made EOL/EOS by the OpenSSL Foundation.
We should switch to also using the latest version (3.4 at time of writing).

I think this just got me on Ubuntu as well. I've been using 'crypt' and it won't link. Looks like I'm going to have to manually re-install 1.1.1 as a quick fix.
